Generations Place Appeal

On April 14th 2025, a private developer filed an appeal of the City of Langley’s approval of Generations Place’s plans. Specifically, this is a challenge of the City’s multifamily infill “form-based” code, which prescribes strict “character”-oriented design standards in return for modestly increased density. This appellant used this same code to develop private condominiums across the street from the Generations Place site last year. 

At the Appeal Hearing on June 25th, the City will be defending its code (“multifamily infill” is now a state mandate for urban growth areas like Langley) and its decision to approve the Generations Place project. The Generations Place team has worked for the past 18 months with the city, to clarify code provisions and ensure the project is fully compliant. It fulfills the primary goals of both the code, and 14 of Langley’s Comprehensive Plan’s housing element goals. Indeed, the code itself was adopted due a the lack of affordable housing options that is affecting Langley’s economic sustainability.
